It means that you should check who is on the other side of the fence before you try to pee over it.

it could also mean don’t perve on other people- coz it’s a dude looking over the wall at a chick.

Yep - Matt & Random are probably pretty close to th mark … but I think it simply means to be aware of the possibility of others appearing over the wall for a thrill. (Thrill?) Surely it’d be easier to just build the wall so it goes to the ceiling??
